The National Library of Nigeria is the apex Library in the country. It was established by Act No. 29 of 1979 and has responsibility for the development and provision of Library and Information Services in Nigeria.

This specialized professional institution invites applications from suitably qualified, mature and motivated candidates, with excellent work ethics and attitudes, to fi11 the following vacant positions:

DIRECTOR (PROFESSIONAL LIBRARY SERVICES) - CONTlSS 15 (N2,232,99.00 X N80,447.00 - N2, 875.791.Q.0 (2 Positions)
Responsibilities
• Under the general direction of the Director/Chief Executive Officer
• Performs highly responsible Professional and administrative duties as Head of Department

• Formulates policies, plans and,
• Programmes for the effective operations of a department of the National Library of Nigeria
• Carries out specialized operational and research activities in Management and Information Services as they relate to any of the following departments: a) Collection Development and Processing, b) National Bibliographic Control, c) Research and Development, d) Public Services, e) Virtual Library Services
Competencies
• Deep understanding of role of National Library as the main depository of legal deposit Materials.
• Appreciation of role of National Library as linchpin in the development of Library and Information Services in the country
• Compelling vision of the role of National Library in National!
• Development.
• Possession of excellent managerial, interpersonal, communication, organizational and planning skills.
• Knowledge of Library automation software and general usage of ICT in Library operations.
• Demonstrated ability to effectively assemble, organise, motivate and lead a professional staff of not less than 50 in the department of primary responsibility
• Good interpersonal skills and demonstrated ability to work in a multi-ethnic environment and to maintain effective working relations with people of different linguistic and cultural backgrounds.
Academic and Professional Qualifications
• Applicants are required to possess a University degree with honours in Library Science OR in any discipline plus appropriate professional qualifications e.g: FLA.
• . MLS, (Library Science) or PH.D (Library Science) obtained from a recognized institution of higher learning. Registration with the Librarians Registration Council of Nigeria is a mandatory requirement.
Experience
• A minimum of eighteen (18) years post-professional qualification experience is required, five (5) of which must be in a Management position.
Publication
• Commitment to continual professional development through scholarly research, including publications in reputable journals, presentation and participation at workshops/seminars and robust activity in the work of Nigeria Library Association either at National, Sectional or State Chapter Level.

Candidates who have less than three years experience as Deputy Directors at Federal level or as Directors at stale level NEED NOT APPLY.

DIRECTOR OF ADMINISTRATION -CONTISS 15 (N2, 233, 199.00 X N80, 447.00 N2, 875,791.00)
Responsibilities
• Within delegated authority, the Director of Administration will be responsible for the following duties:
• Initiate and coordinating actions covering the entire span of human resource activities, e.g. recruitment, placement, Promotion, performance appraisal, job classification reviews and training.
• Providing advice with respect to Conditions of Service, Public Service Rules, duties and responsibilities, privileges and entitlements of staff.
• Advising the Director/Chief Executive Officer on Human Resource issues, thus contributing in the formulation /interpretation of policies of the National Library Board.
Competencies
• Proven ability to plan and organise work requiring an in depth understanding of the Department's strategic direction.
• Commitment to the goal of achieving Federal balance in staffing.
• Good interpersonal skills and demonstrated ability to work in a multi-ethnic environment and to maintain effective working relations with people of different linguistic and cultural backgrounds. .
• Mature judgments and ability to provide strategic work structure to maximize productivity and achieve goals.

Academic and Professional Qualification
• A first degree with honours in either Humanities or any Social Sciences.
• Membership of a recognized Professional Administration/Personnel Management body is essential.
• Possession of post graduate qualification e.g. M.P.A. MLL.R., MBA etc will be an added advantage.
Experience

DIRECTOR OF FINANCE AND ACCOUNTS CONTISS 15 (2,232,199.00 X N80,447.00 N2,875,791)
Responsibilities
Within delegated authority, the Director of Finance and Accounts will be responsible for the following duties:
• Exercising overall supervision of work of Department.
• Ensuring full implementation of Financial Regulations.
• Planning, integrating and coordinating the work of supervisors responsible for the various units of the Department.
• Providing authoritative advice, financial interpretations, and corrective actions in response to audits to ensure adherence to Financial Regulations.
• Ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Arranging end-of-year closure of account, reports and bank reconciliations.
• Establishing and maintaining a set of sound policies, procedures and standards in order to ensure proper accounting, financial management and control.
• Performing other related duties as directed.
Competencies
• A complete in-depth grasp of financial principles and practice with sound command and knowledge of budget development and financial administration.
• Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.

Experience
• A minimum of eighteen (18) years post qualification cognate experience in Public or Private Sector will be required.

DEPUTY DIRECTOR (PROFESSIONAL LIBRARY SERVICES) CONTISS 14 (NI, 820,908 x N70, 108.00 N2, 381,772.00)
JOB Description
• Under the general direction of the Director of Department:
• Responsible for the day-to-day operation of a Division;
• Deputizes for the Director in his absence:
• Discharges any other functions as may be assigned by the Director from time to time.
Academic Qualifications
• Applicants are required to possesses first degree (not below 2nd class lower) in Library and Information Science and a post graduate professional qualification e.g. MLS, M.PHIL or PH.D in Library and Information Science obtained from a recognized institution of higher learning.
Experience
• A minimum of fifteen (15) years post-professional qualification experience is required. Knowledge and experience of new Information and Communication Technologies in Library and Information Management will be an added advantage.
• Candidates presently earning below CONTISS 13 or Grade Level 15 need not apply.
Publication
• Candidates must show evidence of authorship of not less than eleven (11) Conference /Seminar papers and five (5) journal articles published in Reputable Professional Journals OR three (3) chapters contributed in a standard text book OR one (l) standard text book.

CHIEF LIBRARIANS (PROFESSlONAL LIBRARY SERVICES CONTISS 13 (l, 445,529.00 x N57, 976.00 Nl, 903,855.00)
Job Description
Under the supervision / direction of a Deputy Director
• Responsible for the day-to-day operations of the Sections of the Department
• Carries out specialized, operational and research activities in Management and Information services as they relate to any of the following major functional areas and duties:
• Collection Development and Processing;
• National Bibliographic Control;
• Research and Development;
• Public Services Department
• Virtual Library Services Department
• Discharges other duties as may be assigned by the Director from time to time.
Academic Qualification

CATALOGUERS
Responsibilities
• Works under the supervision of Head of Division
• Operates in the Bibliographic Services Division of the Department
• Performs Bibliographic services/ duties, particularly Cataloguing and Classification
Competences
• Proficiency in information and Communication Technology (ICT) especially as it applies to Library Management and Operations.
• Excellent interpersonal and organizational skills.
• A good team player able to manage multi-tasks and work with minimum supervision.
• Knowledge of Online Public Access Catalogue (OPAC).
• Cognate experience in Cataloguing and Classification is essential.
• Good Internet skills for operation of 0nline Cataloguing.
Academic Qualifications
• Applicants are required to possess a university degree and appropriate professional qualifications, i.e. BLS, BLIS. MLS, M. Phil (Library Science) or PH.D (Library Science) from a recognized institution of higher learning.
• Registration with the Librarians' Registration Council of Nigeria (LRCN} is mandatory.
Experience
• Practical experience of at least four (4) years of continuous work in a Cataloguing environment is necessary.
• Entry point shall depend on experience and qualification.

PROGRAMM E ANALYSTS AND DATA PROCESSING OFFICERS
Responsibilities
• Manage the services provided by the internet cafe end-to-end.
• Customer service.
• Administration of workstations
• Billing and making necessary accounts.
• Periodic reporting on the activities of the cyber cafe on a quarterly and annual basis.
• Maintenance of a PC'S and the network in the cyber cafe.
• Provision of IT advice/support to internal office staff on an ad-hoc basis.
• Monitor internet use to ensure communication is maintained and that there is no downtime.
• Monitor and restrict download of inappropriate content that can compromise the entire network.
• Liaise with internet service providers (ISPs) in case of downtime on internet or e-mails.
• Ensure daily server maintenance.
• Assist users in need.
• Any other duties assigned by the Head of ICT.
Competences
• A minimum of 2-3 years experience in cyber cafe management
• Strong analytical and organizations skills
• Excellent Communication Skills with good knowledge of Customer Service.
• In-depth interest in IT support and must be IT savvy.
• Basic knowledge of networking.
• Familiar with Windows environment.
• Experience in troubleshooting and repairing of Pcs.
• Possess analytical and problem-solving abilities.
• Possess high level of understanding in respect to both hardware and software related issues.
• OS Setup and configuration.
• PC/Notebook Deployment.
• Knowledge of Microsoft office Suite.
Academic and Professional Qualifications

Programme Analysts
• Applicants are required to possess B.Sc. in Computer Science, Computer Engineering or Information Technology.
• In addition, have excellent, demonstrable computer skills and experience in same field.

Data Processing Officers
• The applicants are required to possess Ordinary National Diploma in Computer Studies or Data Processing from Institutions recognized by Government.
Experience
• Practical experience of 2-6 years.
• Entry point shall depend on experience and qualification.

Conditions of Service
• The posts are on permanent and pensionable status, but new entrants into the service will be on probationary appointment for the first two years before their appointments may be confirmed, subject to satisfactory performance on the job.
• Other conditions of service are as obtained in institutions operating the Consolidated Tertiary Institutions Salary Scale (CONTISS) and the approved staff conditions of service of the National Library Board.
